Combating Shortage of Oxygen & Vaccine: Centre prohibits supply for industrial purposes, Ex PM suggests Ways to ramp up COVID Vax

In a significant decision taken by the Union Government on Sunday, the supply of Oxygen for industrial purposes by manufacturers and suppliers is prohibited forthwith from April 22 till further orders. The decision has been taken by the Department for Promotion of Industry and Internal Trade (DPIIT) in view of reports from States/UTs on shortage of oxygen for COVID patients. 

“While every effort is being made to meet the rising demand for medical oxygen, including augmenting daily production and stocks and States/UTs are taking appropriate steps for optimum and rationalized utilisation of available stock of oxygen, the present trend necessitates additional measures,” Union Health Ministry said.  

The Union Health Ministry has advised all Chief Secretaries to ensure effective implementation & compliance of this Order.

The matter was deliberated by the DPIIT with all the stakeholders and after due deliberations, it was considered prudent to restrict the industrial usage (except nine industries) of oxygen to meet the rising demand for medical oxygen. The surplus oxygen available up as a result of this temporary restriction will facilitate its freeing up for use as medical oxygen for treatment of COVID19 patients. In view of the recent surge in the country of COVID19 cases, the requirement of oxygen for effective clinical treatment of COVID patients has also witnessed a manifold hike. The usage has already reached about 60 percent of the total daily Oxygen production. The industrial units would not be in a position to obtain oxygen are advised to consider alternate measures such as import of Oxygen or setting up their own Air Separator Units (ASU) for generation of Oxygen for their captive requirements.

Additionally, the Railways Ministry is gearing up to transport Liquid Medical Oxygen (LMO) and Oxygen Cylinders across the key Corridors, and to run OXYGEN Express. To facilities easy and smooth transport of oxygen across the country, a Green Corridor is being created to fast movement of Oxygen Express Trains. This will ensure supply of medical oxygen in bulk and rapidly to patients.

Meanwhile, former Prime Minister Dr Man Mohan Singh has wrote a letter to Prime Minister Narendra Modi assuring constructive cooperation and advised that any vaccine that has been approved by credible authorities like the European Medical Agency should be allowed to be imported without insisting on domestic bridging trials.

He also suggested that the Prime Minister offer some kind of flexibility to states in defining categories of frontline workers who can get vaccinated against the virus even if they are below the age of 45 years. He clarified, “For instance, states may want to designate school teachers, bus, three-wheeler and taxi drivers, municipal and panchayat staff, and possibly lawyers who have to attend Courts as frontline workers.”

Acknowledging the huge potential in the private sector, Singh recommended that the government should actively support domestic vaccine producers to expand their manufacturing facilities by providing them with funds and other concessions. He further added, “I believe this is the time to invoke the compulsory licensing provisions in the law so that a number of companies are able to produce the vaccines under a licence.”

The Union Health Ministry said that over 12 crore people have been vaccinated so far.
